(Reuters) - A Wisconsin man who allegedly planned to shoot a doctor at a Madison abortion clinic was charged on Friday under a federal law that allows freedom of access to the clinics, prosecutors said.

Ralph Lang, 63, of Marshfield, was staying at a Motel 6 when his .38-caliber handgun discharged into an unoccupied room across the hall, according to the federal criminal complaint. Madison police were called after Lang told a motel clerk that the gun went off, and he was worried that the bullet might have hit someone.

Lang, who was arrested for reckless endangerment, told police that he had a gun "to lay out abortionists because they are killing babies," the complaint said

Lang told police that he planned to go to a Planned Parenthood abortion clinic the following morning to find the doctor who was doing the abortions and shoot him in the head, the complaint said.

He was charged with attempting to injure and intimidate in violation of the federal access statute, according to U.S. Attorney John Vaudreuil.

A nurse at Planned Parenthood in Madison said she is familiar with Lang, and that she saw him outside the facility last week, according to the complaint. Lang was arrested in 2007 outside Planned Parenthood, telling an officer at the time that the "Bible states that anyone involved in abortion should be executed."

In Lang's motel room, officers found a U.S. map with dots in each state and handwritten words above the northern U.S. border that said "some abortion centers," the complaint said. Also written on the map were the words "Blessed Virgin Mary says Hell awaits any woman having an abortion. Nurse or doctor who helps will one (sic)."

Police reported seeing anti-abortion literature in Lang's motel room.

After his court appearance Friday, Lang was being held in the Dane County jail. The maximum penalty under the federal Freedom of Access to Clinic Entrances statute is one year in prison and up to a $100,000 fine. He was assigned a federal public defender, who could not immediately be reached for comment.

Violence that breaks laws and has someone acting to be the judge, jury and executioner is terrorism.

What people like this do is give ammunition that helps keep abortion legal.

It is using lawless violence to terrorize and punish people. Use your head, Stone.

Violence outside the legal process to advocate and work for the end of abortion justifies making it legal in the eyes of the people who are angered and galvanized against the murder of people purportedly done to end abortion.

As Gandhi said, "An eye for an eye eventually makes the whole world blind."

When a man breaks laws and murders people. That is what people see and note, and it pisses them off.

The only people that this jihad against abortion attitude impresses is other lawless jihadists.

I want to see abortion ended. And what I see is people taking the law into their own hands in a way only a few people like you will like.

The majority of people voting for lawmakers on the issue will be pissed. And it will discredit and hurt the anti-abortion movement in their eyes.

No Stone, you just have your nose so far into the ass end of the issue you no longer see daylight.

I worked doing non-violent civil disobedience over logging and environmental destruction.

I did not support the Earth Liberation Movement and eco-saboteurs because while what they do might of made them feel good, but it turned people against support of the objectives and point of view I was working for,

I have real time activist experience that taught me the perspective I am expressing to you.

You can say you thing they are dumb all you want; but in the end, they will still be there.

And more of them than ever will be for abortion and vote that way because of people who take the law into their own hands.

All people like this do is hurt the anti-abortion movement.

If you have every activist group going around fully convinced of their right to kill and blow things up to serve their issue, you have so much violence, death and destruction around you, you don't have revolution.

You have Martial Law and laws uglier than the Patriot Act passed to restore the rule of law and stability to the situation.

If an activist grouped can't work in the context of the system and does violent things, they hurt their advocacy.

And they hurt the work of many people who worked in the system to put an end to abortion.

We are talking real life here Stone, not an episode of Gunsmoke where at the end of the show the good guys win without mussing their hair neatly combed under their white hat.

You can't force abortion to be illegal by killing a doctor or two.

You have to build a foundation of sentiment and agreement between people to end laws allowing abortion for it to end.

And one can do it using dissent, speech, and many other ways that have been done that has created a trend curtailing the practice of and opportunity for abortion can continue to be done until their is no abortion any more.

Many dedicated people have done too good a job on the issue to support a loner with a rifle inflaming sentiments against changing laws to make the practice illegal by creating martyrs.

Guys like this are much like agent provocateurs in terms of how they achieve the same destructive end to a movement they allegedly are for.
