Washington, DC (MMD Newswire) May 20, 2011 - - Amtrak is developing an in-depth business plan that will maximize the opportunity for private investment to finance the construction of infrastructure and the acquisition of equipment required to provide 220 mph (354 kph) next-generation high-speed rail service in the Northeast Corridor. "Amtrak will aggressively pursue private investment, in combination with funding from the federal government and from other public sources, to achieve our goal of initiating true high-speed rail from Washington to Boston," said Al Engel, Amtrak Vice President, High-Speed Rail.

In April, Amtrak issued a request for proposals for a fully implementable and robust business and financial plan where Amtrak is the key developer and operator of the high-speed rail system. It will identify and develop public and private funding sources and address fundamental issues of risk, credit, debt and investment phasing among other criteria.

The business plan also will include strategies and tactics for meeting the project delivery timelines and achieving financial targets, provide information for Amtrak's FY 2013 federal budget request and lay out the strategy for subsequent forays into the private investment and capital markets. To date, numerous private investment firms have expressed interest in working with Amtrak. Proposals are due June 10.

Mr. Engel said the active pursuit of private financing is one of several actions taken by Amtrak to move forward its next-generation high-speed rail vision plan since it was announced in September 2010. Another key action is the development of a stair-step approach outlining a clear, structured and coordinated path to achieve 220 mph service on exclusive operational segments first between Philadelphia and New York, then New York to Washington, followed by New York to Hartford and finally Hartford to Boston.

The recent announcement by the U.S. Department of Transportation to award Amtrak $450 million to upgrade a 24-mile section of its Northeast Corridor infrastructure to support maximum speeds of 160 mph (257 kph) is an important part of this stair-step approach.

In addition, Amtrak distributed its high-speed rail vision plan for international peer review by high-speed rail operators in Europe and Asia. Most reviewers agreed with the stair-step approach and noted that the current strategy is needed for successfully implementing next-generation high-speed rail in the Northeast Corridor. Many reviewers also said Amtrak ridership estimates were too low and several major operators indicated there are construction cost reduction opportunities that could reduce the capital investment.

There also was the recurring theme by the reviewers that Amtrak would likely capture a larger share of the intercity travel market than what is projected in the plan. "This bodes well for an even higher benefit/cost ratio than the current 2.3 stated in the report," said Engel.

Other significant actions taken by Amtrak in the past several months include the announcement of the Gateway Project to construct a new Portal Bridge over the Hackensack River and new tunnels under the Hudson River to access an expanded New York Penn Station, and the unveiling of a plan to lengthen all 20 existing high-speed Acela Express trains from 6 to 8 coaches to expand seating capacity 40 percent. In addition, the Northeast Corridor was named a federally-designated high-speed rail corridor by the U.S. Department of Transportation.

Furthermore, Amtrak is a partner in the 8th World Congress on High-Speed Rail that will be held in the United States in July 2012. As a partner with the International Union of Railways, the American Public Transportation Association and the Association of American Railroads, Amtrak will host the world congress in Philadelphia. The event is expected to attract some 2,000 attendees worldwide to exchange views on the development and achievements of high-speed rail.

"Even with limited funding, Amtrak is continuing to make bold moves forward toward realizing its vision for 220-mph next-generation high-speed rail in the Northeast Corridor," Engel explained.

They will never get private investment as long as Amtrak is the "key developer and operator", unless the government (taxpayers) guarantee a rate of return whether the operation is profitable or not. In other words, this is just going to be another government subsidy for Obama's buddies at GE.

yeah, why give amtrak money to improve a profitable route when we can shovel that money to the airlines so we can get groped some more?

I'm still not sure why you don't support high-speed rail in heavily traveled corridors where it makes for a far more effective means of travel than air (especially when you take into account how reliant airlines are on the cost of imported oil).

The bottom line is that I don't live in the northeast. I don't want to subsidize anything there.

If a private company thinks that they can run passenger rail profitability, great! Let the private company do it. The government will just screw it up like they screw everything else up and it will cost me money for no good reason.

We have a $2 billion shiny new light rail system between the airport and downtown Seattle that is 90% empty most of the time. I don't know what the annual loss is going to be.

High speed passenger rail will allow Philly to New York travel in half an hour.

The economic advantages of such a system are self evident. Not only will it boost tourist business in both directions but it will increase people moving about from concentrated areas, buying homes in depressed areas and commuting to work.

The advantages are many. Yet we are confronted with dead enders - who still claim their less govt is best ideology works when it proved that it did not. I know most of these men have had this ideology now for 30 years since the Reagan era so to suddenly change belief - even in the face of evidence their ideology is a failure is not easy.

Reaganomics and all its offshoots does not work and has not worked for 30 years.

Meanwhile, Germany, a nation that has not followed Reganomics is booming all because they did not follow Reaganomic like policies. Guess who did, Thatcher's England. They entered a double dip recession after the Tories cut spending a few months ago.

That is the point I am making here. I am not arguing with the likes of jwpegler over the fine points of his ideology vs mine.

jwpegler is a dead ender arguing for a fantasy system. I am seeing real world examples in industrialized developed nations. jwpegler is assuming America is this shining beacon of light who claims he has travelled the word yet America's infrastructure is somehow superior.

When he concedes the point America's infrastructure is falling apart, does he take from any real world examples on how to fix it?

No.

jwpegler and his ilk advocate for a system no other nation has sough to implement as a basis for "fixing" things. No industrialized nation is privatizing roads for example. They don't do this because it does not work. It is a utilitarian concern for them. jwpegler rather would go down arguing for a Utopian ideological system rather than accept real world qualitative examples.

Charles Schumer (D-N.Y.) sent letters to U.S. Department of Homeland Security Secretary Janet Napolitano and Senate appropriators urging a push to increase rail security and create an Amtrak “no ride” list in light of evidence showing Al Qaeda leaders were in the early planning stages of a potential terrorist attack on U.S. rail systems.
