FRANKFORT, Ky. — U.S. Sen. Rand Paul is proposing elimination of the gasoline tax to ease the financial burden on Americans.

Paul said he intends to make the proposal an amendment to any energy bill that comes before the Senate. He proposes offsetting the lost revenue with a corresponding reduction in foreign aid and corporate welfare.

Such a proposal is a huge longshot because of concerns about losing federal money that goes to maintain and expand the nation's highways.

the devil is in the details. First off, many states are under pressure to raise gas taxes to fund road maintenance. Costs continue to climb thanks to all the road building that has gone on over these last 20 years or so. Then there's basic math - the federal gas tax of 18.4 cents per gallon brings in about $30 billion a year in revenue, more than the $25 billion U.S. spends on foreign aid in year. But that aid budget includes about $6 billion a year in aid to Israel, which Republicans aren't going to cut.

So even if you get rid of the remaining $19 billion, you then have to make up $11 billion a year by ending "corporate welfare programs," and we just saw what happened when the Democrats tried to end tax breaks for oil companies.

So where is Paul getting the other $11 billion?

Three quick sources say you're wrong...

Roman roads enabled the Romans to move armies and trade goods and to communicate

Rome made a great deal of money from trade in Europe. Some of this trade involved transport by sea. More frequently, the Romans used roads. Also with so much of Western Europe conquered by the Romans, the Romans needed roads to move their troops around quickly. Poorly built roads would not help this.

Despite the grand spectacle that the road network really was, the original functionality of Roman roads was mainly designed for military exploitation.
