You might want to read some of the analysis of the Ryan plan. It doesn't cut costs, it shifts them onto seniors and the poor. If you want to stop "spending money like a drunken sailor", adopt single-payer and let the government negotiate with providers / pharmas like the rest of the world. We pay more for health care and get less than just about every western nation.
