It's probably going to be a lot easier than getting yukon back in the closet. Here's Computer Scientist harrowup's explanation of how 291 is a legitimate IPv4 address: 291 is a legitimate IPa, within a domain VPN, and it takes considerably more than whois to track it. That particular one came out of Holland to England to Canada to (stay tuned for it Easter Monday); you'll enjoy it, mouse turds and all.
