US deficit up 15.7% in first half of fiscal 2011

WASHINGTON — The US budget deficit shot up 15.7 percent in the first six months of fiscal 2011, the Treasury Department said Wednesday as political knives were being sharpened for a new budget battle.

The Treasury reported a deficit of $829 billion for the October-March period, compared with $717 billion a year earlier, as revenue rose a sluggish 6.9 percent as the economic recovery slowly gained pace.

The Treasury argued that the pace of increase in the deficit was deceptive because of large one-off reductions in expenditures made during the first half of fiscal 2010, compared with previous and subsequent periods.

Those included a $115 billion reduction in funds spent on the Troubled Asset Relief Program (TARP) -- the financial institution bailout program -- in March 2010.

But 2011 so far has also seen significant increases in spending on defense, Social Security, health and debt service, while receipts have not grown as fast.

"The jump in outlays mostly owed to a smaller estimated reduction in TARP outlays this year versus 2010," said Theresa Chen at Barclays Capital Research.

However, she said, the trend shows that taxable income is rising at a 6.9 percent annual pace, and individual incomes taxes are up 20.6 percent, "consistent with general economic improvement."

The figures came amid a sharp, politically partisan battle in Washington over cutting spending and raising taxes, with President Barack Obama preparing Wednesday to release his plan for reducing the long-term deficit.

He also faces a looming battle over increasing the country's official debt ceiling, so that the government can continue to borrow to finance the deficit.

States? It is in the insurance provider's interest to provide the least care possible (contain costs) to maximize profits and it looks like they're accomplishing just that.

According to S.E.C. figures compiled by Health Care for America Now (HCAN), which lobbied Congress to pass March's healthcare overhaul, the top six insurers made a total of $3.4 billion in profits during Q3, or $611 million more than they did during the same period last year.

The analysis looked at WellPoint Inc., UnitedHealth Group Inc., Aetna Inc., Humana Inc., Cigna Corp. and Coventry Health Care Inc., which had a combined enrollment of 85 million consumers as of Sept. 30. They saw an overall decrease in commercial enrollment of 3.4 million consumers between 2008 and 2010.

All but WellPoint, Inc., meanwhile, increased how much of each premium they allocate to administrative costs and profit.

On average, each of the six now devotes 20 cents on the dollar to non-medical services, compared to 16.5 cents last year and, according to HCAN, 5 cents in 1993.

There are an estimated 1,800 or so such insurance “mandates” across the country, and the costs add up.

I don't think the Supremes will overturn the new health care laws. That would run counter to the long history of the High Court empowering the federal Government concerning things like commerce. And they have ruled that insurance is commerce.

You are just fooling yourself, they are not going to do such a ruling that would overturn the apple cart of so many legal precedents. Especially when at best it would be a 5-4 ruling.

Justice Kennedy will go with the side affirming the new health care law. He is the swing vote.

Not really that big a difference at all. Not when there are laws making not having proof of car insurance an infraction, and enough incidents of driving without it a felony.

There is a simular imperative to require coverage to make the system work in both the vehicle insurance and health care models. In both, people suffer deep fincial loss and lack of security against their lives being disrupted by not enough people taking responsibility for a nessesary obligation.

No, this health care program is a good thing and should be upheld. ANd a public option should be added to it.

Okay, so here's Libya. He doesn't even seem to care much less do anything about it, and people chalk it up to traditional explanations. "Well, he's looking at polling data, can't go in there because he criticized Bush, would look bad," all the standard conventional wisdom stuff of people trying to come up with the explanation. That's not it.

It's very simple. He doesn't look at America as the solution. We're the problem. He doesn't think the United States has any moral authority in places like Libya. In fact, I would venture to say that if you get Obama to be honest, he'd tell you that there have been times in our history when we have been Libya. We're no different. He probably thinks, who are we telling Khadafy what to do? Who are we to stand up for people around the world who want freedom? Hell, the way Obama looks at it, we've been denying freedom to our own citizens for who knows how long. I'm serious. I think the explanations for Obama's inaction, indecision are quite simple. He just doesn't have the view of America as an exceptional place, as a solution to the world's problems. He just doesn't.

March 18:

Now, back to the Middle East for just a second, 'cause when I offered my theorem here that could it be the rebels in Libya are in fact the Muslim Brotherhood? We know that they probably are supported by Al-Qaeda. The Iranians are involved in supporting rebels in other parts of the Middle East. My friend Andy McCarthy has raised this point. Let's say that these rebels do represent the Muslim Brotherhood or Iran or Al-Qaeda and they are engaged in trying to get rid of Khadafy. Are we doing their dirty work? Now, this is something that has to be considered. We had a very long, drawn out discussion yesterday about US national interests, why it takes incredibly deep, intelligent, responsible people to make these kinds of judgments. We can topple the regime in Libya if we want to, but what would follow Khadafy? If it's the Muslim Brotherhood, then make no mistake, we are advancing Sharia law, we are helping the advance of Sharia law, we are empowering Iran.

March 30:

Obama and Mrs. Clinton are suggesting now that we make it official, that we start arming the rebels in Libya. They are suggesting that we arm Al-Qaeda - and yet, ladies and gentlemen, we, you and me, are the extremists. We are arming Al-Qaeda in Libya!

So in the span of few weeks he goes from complaining that Obama didn't act in Libya because he doesn't love America and doesn't see the greatness of America, to complaining that Obama is acting in Libya because he's arming Al Qaeda.

Hopefully you listen to Limbaugh for the entertainment value, because you seem to smart to take him seriously.

Since January 3, 2011, Republicans have controlled the power of the purse.
