US deficit up 15.7% in first half of fiscal 2011

WASHINGTON — The US budget deficit shot up 15.7 percent in the first six months of fiscal 2011, the Treasury Department said Wednesday as political knives were being sharpened for a new budget battle.

The Treasury reported a deficit of $829 billion for the October-March period, compared with $717 billion a year earlier, as revenue rose a sluggish 6.9 percent as the economic recovery slowly gained pace.

The Treasury argued that the pace of increase in the deficit was deceptive because of large one-off reductions in expenditures made during the first half of fiscal 2010, compared with previous and subsequent periods.

Those included a $115 billion reduction in funds spent on the Troubled Asset Relief Program (TARP) -- the financial institution bailout program -- in March 2010.

But 2011 so far has also seen significant increases in spending on defense, Social Security, health and debt service, while receipts have not grown as fast.

"The jump in outlays mostly owed to a smaller estimated reduction in TARP outlays this year versus 2010," said Theresa Chen at Barclays Capital Research.

However, she said, the trend shows that taxable income is rising at a 6.9 percent annual pace, and individual incomes taxes are up 20.6 percent, "consistent with general economic improvement."

The figures came amid a sharp, politically partisan battle in Washington over cutting spending and raising taxes, with President Barack Obama preparing Wednesday to release his plan for reducing the long-term deficit.

He also faces a looming battle over increasing the country's official debt ceiling, so that the government can continue to borrow to finance the deficit.

But I'm dealing with Badeye, who blamed the deficit of 2007-08 on House Democrats. Therefore, by that logic, House Republicans are responsible for the current deficit.

And, keep in mind that House Republicans touted a spending cut "deal" that didn't actually cut spending.

The 2009 budget that was submitted [in 2008] was a joke. The WH KNEW that the US was in recession and totally mis-projected revenues. Before Obama took office, the deficit projected out @ 1.2trillion. Before he could blink in office the revenues plummeted and unemployment was over 8% on it's way to 10%.

You folks continually discount the downward momentum that existed in the economy when Obama took office and that was then stopped nearly dead in its tracks within 6 months of the stim.

"GOVERNMENT RULES AND REGULATIONS" have created that mess you describe.....

Socialized medicine in other countries does not do a good job of taking care of the sick/elderly. If they determine that treating you is a waste of money you get no treatment, at least here you have "still" the option to seek and get treatment..... pay for it out of your own pocket if you have to but still available.... but not for much longer if ObozoCare gets fully implemented....

If you want an example I will show you.... I'm retired military on the government sponsored insurance plan called Tricare. I recently had an ear infection and called the Base Hospital to get an appointment for treatment. I was told over the phone it would be "9" days before I could be seen... yea right.. I guess maybe me possibly loosing my hearing in that ear wasn't very important to them. So I went to the local emergency room and got seen in 2 hours, cost me a $20 copay but was well worth it...

One idea out there is to give "vouchers" to people to enable them to get private insurance that would be much cheaper for the taxpayer and more effective for the patients.... in essence do away with Medicare and Medicaid.. but as it stands right now that's not going to happen with the Dems in charge. They are totally against anything other than ObozoCare, it's their Holy Grail for getting control of you, take your freedoms away from you..... that make you happy?????

As far as the poor goes.... well "most" of them are that way because they want to be that way.... I know that sounds stupid but it's true in more ways than one.. Ignorance is probably the biggest reason for poverty, laziness is probably #2, single parentage is probably #3... All of those Welfare programs that are "SUPPOSED" to be helping these people are actually doing the opposite..... they aren't solving the problems, only exacerbating them..

Here's a better idea...just build clinics, staff them and treat people when they need it? It works in Singapore, France, Italy, Germany, Japan, Israel, Belgium, Spain, Portugal, Iran, and is the model for Iraq and the list goes on.

I've been overseas and seen it first hand, I know better...... My second daughter was born in England and has dual citizenship, which means she is eligible for British healthcare. While I was gone on a TDY to Belgium she came down with "Pink Eye". My wife called the local doctor to get an appointment for her, the receptionist told her 2 weeks minimum!!!!!! One week to process the initial paperwork and another week for the appointment.... So my wife took the bus up to Lakenheath (40 miles away) where she was born and got her in the next day....

I suggest if you think socialized healthcare is so "Phucking" great you move to another country and experience it firsthand, before passing judgement on it....

Belgium has walk in clinics throughout the nation and, if a clinic is not open, there are a number of "emergency centers" that will take walk-ins. Also, Belgium, France, Italy and Germany will allow pharmacies to dispense medicine for common affliction, conditions such as pink eye would probably qualify.

So, either you were under informed while in Belgium or you tried the American route. You also perpetuate the myth that doctors here have tons of openings for people like you who need to see a doctor. They don't.

That makes sense to do that, they should do more of that here. It really only takes "med techs" to diagnose and treat most minor illnesses.......

The clinic at the base hospital is dispensing certain over the counter drugs but not much more than that....

My daughter ended up seeing a "med tech" (not a doctor) for her pink eye because it isn't that serious of an illness. But when your wife is freaking out well what can you say, she had to go "right" then.... I didn't even find out about this till I got back to England 3 weeks later.....

But the big difference is in "Life threatening" illnesses (like cancer) and nice to have things like hip and joint replacement, and pacemakers..... If they think you're too old or too ill you won't get treatment...... At least here you still have a decent chance of getting the treatment you need and desire for the more serious things.... I don't think our system is perfect by any means, a big dose of deregulation would go a long ways towards fixing it.....

If they think you're too old or too ill you won't get treatment...... At least here you still have a decent chance of getting the treatment you need and desire for the more serious things....

A certain class of people have a decent chance. As my well insured parents aged, they frequently had seek second opinions from doctors outside their network in order to get treatment.

BTW, the problem with the DePuy implant (hip replacement) was identified in Europe because they actually collect data and track the effectiveness of treatments there.

States? It is in the insurance provider's interest to provide the least care possible (contain costs) to maximize profits and it looks like they're accomplishing just that.

According to S.E.C. figures compiled by Health Care for America Now (HCAN), which lobbied Congress to pass March's healthcare overhaul, the top six insurers made a total of $3.4 billion in profits during Q3, or $611 million more than they did during the same period last year.

The analysis looked at WellPoint Inc., UnitedHealth Group Inc., Aetna Inc., Humana Inc., Cigna Corp. and Coventry Health Care Inc., which had a combined enrollment of 85 million consumers as of Sept. 30. They saw an overall decrease in commercial enrollment of 3.4 million consumers between 2008 and 2010.

All but WellPoint, Inc., meanwhile, increased how much of each premium they allocate to administrative costs and profit.

On average, each of the six now devotes 20 cents on the dollar to non-medical services, compared to 16.5 cents last year and, according to HCAN, 5 cents in 1993.

So are you saying you don't believe that the states have any control over the insurance companies?????? They mandate things all the time that the insurance companies have to cover..... which drives costs up instead of letting the customer determine what coverage he actually wants or needs......

For instance: New York requires every insurance policy sold there to cover podiatry. Acupuncture coverage is mandated in 11 states, massage therapy in four, osteopathy in 24, and chiropractors in 47. There are an estimated 1,800 or so such insurance “mandates” across the country, and the costs add up.

And then there are those of us who are uninsurable cause we're old and have pre-existing conditions.

Deciding to pay more for a double bypass or raising the payment for immunizing a baby would be like Toyota deciding to use profits to pay more for engine parts, he said.

If that's true then why are so many companies getting waivers to opt out of it????? (over 1000 now and still growing). Maybe because it's gonna cost too much, and get even less in return...

Oh yea you can have all the aspirin and antihistimines you want, cancer meds or heart transplant forget it..... just go away and die in a gutter somewhere.... You're unproductive now, you don't pay anything in taxes.... We already got your vote so we don't give a damn anymore......
