US deficit up 15.7% in first half of fiscal 2011

(AFP) – 2 hours ago

WASHINGTON — The US budget deficit shot up 15.7 percent in the first six months of fiscal 2011, the Treasury Department said Wednesday as political knives were being sharpened for a new budget battle.

The Treasury reported a deficit of $829 billion for the October-March period, compared with $717 billion a year earlier, as revenue rose a sluggish 6.9 percent as the economic recovery slowly gained pace.

The Treasury argued that the pace of increase in the deficit was deceptive because of large one-off reductions in expenditures made during the first half of fiscal 2010, compared with previous and subsequent periods.

Those included a $115 billion reduction in funds spent on the Troubled Asset Relief Program (TARP) -- the financial institution bailout program -- in March 2010.

But 2011 so far has also seen significant increases in spending on defense, Social Security, health and debt service, while receipts have not grown as fast.

"The jump in outlays mostly owed to a smaller estimated reduction in TARP outlays this year versus 2010," said Theresa Chen at Barclays Capital Research.

However, she said, the trend shows that taxable income is rising at a 6.9 percent annual pace, and individual incomes taxes are up 20.6 percent, "consistent with general economic improvement."

The figures came amid a sharp, politically partisan battle in Washington over cutting spending and raising taxes, with President Barack Obama preparing Wednesday to release his plan for reducing the long-term deficit.

He also faces a looming battle over increasing the country's official debt ceiling, so that the government can continue to borrow to finance the deficit.

When you give money to an evil organization like Planned Murder it is for abortion. It frees up other funds. Quit pretending.

Planned Parenthood is a medical service provider. They accept insurance payments as well as payments on a sliding scale from the uninsured.

You'd better make sure your insurance provider does not pay for medical care provided by planned parenthood cause if they do - using your logic, your premiums may be freeing up money for abortions.

New York requires every insurance policy sold there to cover podiatry. Acupuncture coverage is mandated in 11 states, massage therapy in four, osteopathy in 24, and chiropractors in 47. There are an estimated 1,800 or so such insurance “mandates” across the country, and the costs add up.

until you realize they make insurance so expensive that millions of people are exposed to financial ruin because they aren’t allowed to buy basic policies focused on catastrophic costs.

We have a high-deductible policy and a medical savings account, we are the poster child for Republican health-care reforms over the last few years. Our out of pocket for my wife's cancer treatments have run us about $20,000 a year over the last two years. We can afford it, plenty of others couldn't.

Your bullshit has been pointed out to you, yet you continue to ignore it. I guess you think the folks who jumped to their deaths during 911 committed suicide rather than were murdered.

--

Clinton sued a lender named Accubank in 1998 under the CRA , forcing it a to write $2.1 billion in subprimes. Clinton then sued Columbia Mortgage in 1999, forcing it to write $6 billion in subprimes. You can see Clinton's Secretary of HUD (Andrew Cuomo) crowing about these "victories" on YouTube if you search just a bit.

What Clinton did was to get a ball rolling that nobody could stop. Banks had gotten the message. If you don’t relax your standards and start writing high-risk loans, the government will sue you. If you do write high-risk loans, the government will reward you with a guarantee. What followed was the housing disaster as we know it.

The disaster quickly became much larger than the subprime problem. Once the banks had gotten into the psychology of realizing that bad behavior was being rewarded, there was nothing stopping them from expanding this concept. Why make high-risk loans only to low-income people? Why not make money on the transaction fees associated with selling high-risk mortgages to everyone, then sell those mortgages upstream, ultimately to someone guaranteed directly by Fannie & Freddie or to Fanny & Freddie themselves?

It is ridiculous to insist that the subprime mortgages themselves must do all the damage if we are to credit the CRA for the problem. If a guy blows up a dam (as Clinton did by distorting the market) then we blame him, not the water that he releases, for doing all the further and larger damage downstream.

Now, I know I’m not going to change the minds of any of the True Believers…those who read all of Reverend Al’s sermons, and say things like, “You know, global warming can mean warmer OR colder, wetter OR drier, cloudier OR sunnier, windier OR calmer, …”. Can I get an ‘amen’??

Our withdrawal from Iraq is still scheduled for completion by the date negotiated by the Bush administration. Obama never promised an immediate pullout.

And many Democrats have been outspoken in their criticism of Obama for his actions in Libya.

a) 0bama certainly did schedule a pull out.

b) Few Dems have been outspoken in their criticism of 0bama, and IF they have, it's been barely a whisper compared to the cacophony of screeching criticism of Bush for the same thing. The hypocrisy and lies of Bamster and the Dems has been rife.

a) 0bama certainly did schedule a pull out.

You may want to review the "U.S.-Iraq Status of Forces Agreement" negotiated by the Bush administration and the Iraqi government in 2008. It calls for all U.S. troops to leave Iraq by the end of 2011. As of now, there are about 40,000 U.S. troops left in Iraq.

b) Few Dems have been outspoken in their criticism of 0bama, and IF they have, it's been barely a whisper compared to the cacophony of screeching criticism of Bush for the same thing. The hypocrisy and lies of Bamster and the Dems has been rife.

Several high-profile Democrats have sharply criticized Obama, along with liberal bloggers and pundits. Examples include Reps. Jerrold Nadler (N.Y.), Donna Edwards (Md.), Mike Capuano (Mass.), Dennis Kucinich (Ohio), Maxine Waters (Calif.), Rob Andrews (N.J.), Sheila Jackson Lee (Texas), Barbara Lee (Calif.) and Del. Eleanor Holmes Norton (D.C.). Kucinich even called for Obama to be impeached.

See: http://nation.foxnews.com/libya/2011/03/20/house-democrats-freak-out-after-obama-takes- military-action-libya#ixzz1JkLNlcop

Can you point me to a single Republican who called for Bush to be impeached over invading Iraq? And speaking of "hypocrisy", with all these Republicans complaining over the cost of our involvement in Libya, can you point me to any of them who argued we should have paid for our war in Iraq?

Since January 3, 2011, Republicans have controlled the power of the purse.

But there are also good Republicans. There are few to zero good democrats.

I spoke of the Party as a whole. There are some good Republicans, I agree, but they are few and far between and have no real 'pull' when compared to the vast numbers of leftists/moderates. What makes me attack the Republican Party is that they pretend to be conservative as a whole, and they are not. They are left/moderate as a whole.

There are some Democrats that are more conservative than some Republicans.

Either way, to argue the merits of one Party over the other is like arguing which group of whores holds the most honor.

True, can't argue with that. But the whores on both sides of the aisle cost too much to begin with. Arguing their individual merits beyond that is pointless if you just flat out don't have the money.

But when your wife is freaking out well what can you say, she had to go "right" then....

You can imagine what it must be like for an American mother with a sick child and no insurance.

But the big difference is in "Life threatening" illnesses (like cancer) and nice to have things like hip and joint replacement, and pacemakers..... If they think you're too old or too ill you won't get treatment...... At least here you still have a decent chance of getting the treatment you need and desire for the more serious things....

A certain class of people have a decent chance. As my well insured parents aged, they frequently had seek second opinions from doctors outside their network in order to get treatment.

BTW, the problem with the DePuy implant (hip replacement) was identified in Europe because they actually collect data and track the effectiveness of treatments there.

Nothing foreign policy wise we've done in the last couple of years makes any sense..... Especially in the Middle East, if they don't get that area quieted down and get rid of the radicals the whole world will suffer for it.....

It was Bush's neocon strategy to stir up the ME to root out terrorism.

They know that as freedom takes root in Iraq, it will inspire millions across the Middle East to claim their liberty as well.

And when the Middle East grows in democracy, prosperity, and hope, the terrorists will lose their sponsors, lose their recruits, and lose their hopes for turning that region into a base for attacks on America and our allies around the world.

snip

I said that America's mission in Iraq is to defeat an enemy and give strength to a friend - a free, representative government that is an ally in the war on terror, and a beacon of hope in a part of the world that is desperate for reform.

Mao said “A revolution is not a dinner party, or writing an essay, or painting a picture, or doing embroidery; it cannot be so refined, so leisurely and gentle, so temperate, kind, courteous, restrained and magnanimous. A revolution is an insurrection, an act of violence by which one class overthrows another.”

What did Bush and the GOP think "claiming their liberty" would look like in the Middle East? Ain't no use complaining that they didn't get their "embroidery and a dinner party" - that was never a rational expectation.

I would imagine some states are worse than others about that....

States? It is in the insurance provider's interest to provide the least care possible (contain costs) to maximize profits and it looks like they're accomplishing just that.

According to S.E.C. figures compiled by Health Care for America Now (HCAN), which lobbied Congress to pass March's healthcare overhaul, the top six insurers made a total of $3.4 billion in profits during Q3, or $611 million more than they did during the same period last year.

The analysis looked at WellPoint Inc., UnitedHealth Group Inc., Aetna Inc., Humana Inc., Cigna Corp. and Coventry Health Care Inc., which had a combined enrollment of 85 million consumers as of Sept. 30. They saw an overall decrease in commercial enrollment of 3.4 million consumers between 2008 and 2010.

All but WellPoint, Inc., meanwhile, increased how much of each premium they allocate to administrative costs and profit.

On average, each of the six now devotes 20 cents on the dollar to non-medical services, compared to 16.5 cents last year and, according to HCAN, 5 cents in 1993.

If they play their cards right, old, sick people will die before the insurance provider is forced to approve treatment.

So are you saying you don't believe that the states have any control over the insurance companies?????? They mandate things all the time that the insurance companies have to cover..... which drives costs up instead of letting the customer determine what coverage he actually wants or needs......

For instance: New York requires every insurance policy sold there to cover podiatry. Acupuncture coverage is mandated in 11 states, massage therapy in four, osteopathy in 24, and chiropractors in 47. Skinner said there's a reason that shareholders -- and not physicians -- will see the rewards of health plans' higher profits. It's because that's what shareholder-owned companies do.

Deciding to pay more for a double bypass or raising the payment for immunizing a baby would be like Toyota deciding to use profits to pay more for engine parts, he said.

"They're going to be acquiring the services at minimum cost," Skinner said. "They have a duty to shareholders to maximize share value, and that means maximizing their profits."

Go have another glass of "free market" Kool-aid.

So ObozoCare is gonna fix all of our problems... huh?????

If that's true then why are so many companies getting waivers to opt out of it????? (over 1000 now and still growing). Maybe because it's gonna cost too much, and get even less in return...

Oh yea you can have all the aspirin and antihistimines you want, cancer meds or heart transplant forget it..... just go away and die in a gutter somewhere.... You're unproductive now, you don't pay anything in taxes.... We already got your vote so we don't give a damn anymore......

Speaking of partaking of the Koolaid...... does it taste like ca ca???

Those are not waivers to opt out.

So what are they then?????

A waiver means---"A dispensation, as from a rule or penalty"..... So basically it means "I don't have to play that game"....

What does the word "temporary" mean? That's what the waivers are, temporary until there are other options in place.

Temporary/Permanent is doesn't really make any difference how you say it. ObozoCare will be gone sooner or later, either cut off at the knees by the Supreme Court in the next 6 months or repealed in a few years.... I would about bet that if I read the 2012 budget approved by the House there are "NO" funds in it to implement it.....

I don't think the Supremes will overturn the new health care laws. That would run counter to the long history of the High Court empowering the federal Government concerning things like commerce. And they have ruled that insurance is commerce.

You are just fooling yourself, they are not going to do such a ruling that would overturn the apple cart of so many legal precedents. Especially when at best it would be a 5-4 ruling.

Justice Kennedy will go with the side affirming the new health care law. He is the swing vote.
