sometimes, sometimes not. i've found that i needed to confirm payments when the money was coming from someone living in a foreign country that doesn't use us dollars. you have to go to paypal, see the payment and click "accept" (or refuse it.)
I always thought she preferred blank money orders sent to her address.

In the mid part of the last decade, I sold estate items on eBay and I had to respond to PayPal's request for a confirmation for the receipt of funds in the account.
