In Singapore they Cane you if you vandalize someone else's property. They understand how important property rights are. There isn't much vandalism or graffiti in Singapore.
I'm not familiar with that term????? Are you referring to beating someone with sugar cane stalks?????

My dogs have higher IQs than them, and that aint saying much. I call them the "4 Stooges", 3 Boxers and 1 Toy Fox Terrier. It's fun to let them out periodically to "terrorize" the neighborhood. Some of my neighbors get kinda upset at having their hands licked and crotches sniffed.... One of them even called the Sheriff, that was hilarious!!!!!! I never did find out what he said to them but it hasn't happened again. So I can only surmise that he told them to grow up or grow a pair........

A guy in a black martial arts suit lashes you with a rattan cane. The learned it from the British, who called it flogging. It's generally how property crimes (vandalism, theft, etc) are punished in Singapore.
