(Reuters) - A Dane County circuit court judge ordered Wisconsin authorities on Tuesday to open the Capitol Building in Madison to public access during business hours.

It was not immediately clear whether the temporary restraining order granted by Judge Daniel Moeser would result in a change in the way people have been granted access to the building over the past two days.

Protesters have held demonstrations for two weeks at the Capitol building against Republican Governor Scott Walker's proposal to curb the powers of public sector unions and access was tightened on Monday and Tuesday.

A representative of the Walker administration was not immediately available to comment.

Moeser's order was granted without a hearing and specified that it would stand in effect until the trial court is able to schedule a hearing on the matter.

Representative Peter Barca, the minority leader of Democrats in the Wisconsin Assembly, said a hearing was expected within a couple of hours, but authorities needed to open access to the building in an "orderly process."

"I do think they need to do this immediately," Barca said.

Why would you want Walker to ignore the court ruling?

The Chief Executive of the land has ignored a judge's ruling (vis-a-vis Obamacare)

Since chief executives defying court rulings seem to be the order of the day, my question was designed to elicit an answer as to whether the same could be applied here.

The only difference I could see that might cause the answer to be no was the fact that the US Chief Excecutive is a D, while the Wisconsin Chief Executive is an R.

Is that the reason the situation should be looked at differently?

(For the record, I believe Governors and Presidents SHOULD abide by judicial rulings. Regardless of their party affiliation.)

Not being present for a quorum is part of centuries old parliamentarian procedures. For example, Abe Lincoln jumped out a window to prevent a quorum. It is a filibuster in physical form. Hey dude, not so fast.

According to the Wisconsin AFL-CIO, a state judge has issued a temporary restraining order that would open the Capitol building in Madison. It has been effectively closed since 8 am yesterday, with protesters unable to get inside and even attendees of a pubic hearing having to be escorted into the building. The Capitol police added metal detectors, police dogs and pat-downs for all entrants, and even refused access to the building for state representatives who didn’t show Capitol ID. Here’s some video from inside the building as it was under lockdown.

The AFL-CIO, ACLU and others argued that the blocking of access violated the Wisconsin state constitution. It appears they have succeeded.
