Milwaukee County Executive Scott Walker wants a 26% pay raise for his chief of staff, former Ald. Tom Nardelli, while bypassing traditional County Board approval in quietly issuing large pay raises over the summer to several other top aides.

Nardelli would get the biggest pay increase of top-tier county officials, a nearly $20,000 raise to $95,000 a year. Seven county administrators also scored increases of up to 12.5%.

Some supervisors are upset about being left out of the decision-making process for many of the raises and say Walker's timing couldn't be worse. Heavily rewarding a few top managers while Walker puts final touches on a 2009 budget that's expected to call for scores of layoffs of union workers sends a message of callous disregard, critics of the raises say.

Among the other big winners among Walker's top aides was Mitchell International Airport Director Barry Bateman. His pay rises $13,595, or 11%, to $136,299 a year. Facilities Management Director Jack Takerian got an $11,771 (12.5%) raise, to nearly $106,000.

His buddies? When asked the reason for Nardelli's large pay raise, Walker said the adjustment was needed to bring Nardelli's pay more in line with other similar jobs. For example, Patrick Curley, Milwaukee Mayor Tom Barrett's chief of staff, gets more than $107,000 a year, Walker noted. It wasn't that Nardelli was demanding more money, but the higher pay might be needed to attract a good candidate to that post in the future, Walker said.

OK, lets take a step back for a minute here. Lets put this in perspective. Not even going to bring up teachers and education, because I think it's clouding the deeper ramifications of the issue.

Walker's $130million budget repair bill has to pass for his main budget bill to work. Why? Because without eliminating the negotiating power of the county and municipal workers everywhere and giving the local governments the big axe, his $3.6million budget coming up won't work. Walker's planning is to cut all state-provided support, the shared revenue, going to local agencies. Money that pays for maintaining roads, pays for the nursing homes, the public libraries, parks, law enforcement, all those portions of the economy that make everything work.

Somebody living in Langlade or Ashland or Burnett counties pays the same income taxes that everyone else in the rest of the state pays. They pay the same state gasoline tax. The same state sales tax. All this money goes down to Madison. The part that comes back, the shared revenue, goes to the local governments and spent locally. When it gets axed, none of it comes back from Madison. But the roads still need to be plowed, the courthouse still needs to process deeds and hear cases, the county prosecuter and public defenders still need to try and meter justice, the old folks still need their care. The payments on the new fire station, the new courthouse, the new libary, the new bridges all still need to get payed. Where are you going to make up the difference?

You can slash wages at the local level, but you can only cut so far. At that point, property taxes *will* go up. Maybe with a higher local sales tax, or increased fees for using the landfill or getting a building permit or who knows what. Again. Just like with Doyle. Just like with Tommy. Maybe the prosperous counties down south can spread it out and ease the pain enough, but I'm not so sure that folks Up North have got the revenue base to take more service cuts and still pay more taxes. My brother can't, my mom can't (I know I should help more), can you think of anyone who can?

I don't care if you hate unions, dislike teachers or think that the people the county hires to plow snow or to wipe asses at the nursing home over on Langlade road are "freeloaders," like the radio guy thinks. I don't care if you are happy to see Badgercare gutted like a crappie and the working familes that are on it now are booted. In the end, it ain't gonna make any difference.

I'm sorry this was long and wordy, but you can't explain some things in a little 8 second sound bite. If I was to try, though, it would sound like this: If you live in outside the rich counties down south, you're gonna get screwed by this plan. Badly. Very Badly. If you live in the prosperous southern counties, you're gonna get screwed. Badly. Very Badly. Public workers are gonna get it first, but the sloppy seconds ain't gonna be much better. If you got screwed when the economy tanked back in '08, well, here it comes again.
