This morning on the MSNBC show Jansing & Company, they showed an interesting graph on the real financial situation with the teachers in Wisconsin.

According to MSNBC:

- The average single private sector employee pays 18% of the cost of his/her healthcare insurance.

- The average married private sector employee pays 29% of the cost of healthcare insurance for themselves and their family.

- In Wisconsin, teachers only pay 6% of the cost of their healthcare insurance.

Wisconsin has a budget deficit of $3.5 billion. They are constitutionally mandated to balance their budget. To help balance the budget, Governor Walker has proposed to increase the amount teachers contribute to their health insurance premiums from 6% to 12% of the cost. This is still far lower than people in the private sector pay. The teachers's response? Close the schools, stop educating our kids, and run around carrying signs that equate Governor Walker to Hitler.

The underlying story is that America has among the most under-performing public school systems in the developed world. Last year, American students ranked 25th out of 34 developed countries in Math and Science. American was right in the middle on language skills. It's not a great performance for the students of the greatest country on earth.

Money isn't the problem. America spends more money on education per student than every other country except Switzerland.

Wisconsin teachers earn on average $89,000 a year in salary and benefits. They work less than 9 months of the year. That's $10,000 a month, equivalent to $120,000 a year if they worked full time like the rest of us. That's a fair chunk of change. Quite frankly, great teachers should probably make more than this. That's how to attract great teachers. We need to attract more great teachers. However, we also need to terminate bad teachers. Bad teachers are rarely terminated. Why?

The problem is that the NEA owns the Democrat Party. The NEA uses forced union dues to support Democrat politicians who reciprocate by blocking merit pay for great teachers, Charter Schools (which was the idea of courageous Democrat politicians), and school choice. Of course, any notion that a Principal could terminate a lousy teacher who is destroying your child's future is just not even open for discussion by the NEA and their Democrat protectors.

The McKinsey Global Institute just released a study which showed that America's public sector and especially America's public schools are the among the most unproductive in the developed world. They are also the most resistant to change. McKinsey also faults the U.S. government for creating the most burdensome regulatory climate in the world; not doing it's job in providing a healthy infrastructure that meets our needs; and ignoring our growing energy challenges.

What did The Economist say about McKinsey's conclusions? "Alas, a country which is so good at business is pretty bad at government".

That about sums it up.

This is our challenge.

The Governor's 140 million in economic stimulus is hardly the cause of that.

The onrush of technology largely explains the gradual development of a "two-tier labor market" in which those at the bottom lack the education and the professional/technical skills of those at the top and, more and more, fail to get comparable pay raises, health insurance coverage, and other benefits. Since 1975, practically all the gains in household income have gone to the top 20% of households.

Perhaps teachers aren't getting too much in the way of benefits, but most workers are getting too little. Rather than bust unions in the public sector, private sector workers need to make unions a part of their work lives again.

Government is strapped for money at all levels; with the exception of the top 20% employees are loosing ground, and corporations are swimming in cash.

The Federal Reserve reported Thursday that nonfinancial companies had socked away $1.84 trillion in cash and other liquid assets as of the end of March, up 26% from a year earlier and the largest-ever increase in records going back to 1952. Cash made up about 7% of all company assets, including factories and financial investments, the highest level since 1963.

Let's talk reality here.

Total teacher compensation in Wisconsin is $90,000 a year. It's over $100,000 in the city of Milwaukee. In Milwaukee, salaries average $56,500 and benefits are $43,505. It's a strange salary to benefit ratio, but unions have been pushing benefits over salaries for decades. For example, the benefits of retired UAW employees cost General Motors $1,500 per car, which is a cost that Japanese plants in the U.S. don't have to pay. This is what unions have decided to do.

Teachers work less than 37 weeks a year. They get 10 weeks off in the summer, 1 week at Christmas, 1 week for mid-winter break, 1 week for spring break, and 11 holidays. The leaves 1472 hours for work. $100,005 / 1472 hours is $68 an hour.

I run a little consulting firm. When I need people, I bring them in as 1099 subcontractors at a straight hourly rate. No benefits whatsoever. Over the last two years, the average hourly rate I've paid is $65. That's less than the Milwaukee teachers make.

But there are three differences.

First, I live on the west coast, where the cost of living is much higher that it is in Wisconsin. Computer programmer rates are much lower in the Midwest than they are in Seattle.

Second, I hire people who have quantitative college degrees, like Computer Science where they go through 4 semesters of calculus, linear algebra, and statistics. I don't hire people who have worthless teaching certificates or degrees in phys ed.

Third, if the people I employ don't do a great job, my customers won't pay me. They certainly won't bring me back to do more work. On the other hand, teachers get tenure, which makes it impossible to terminate them no matter how screwed up they become.

I have no sympathy for these people. They should all be fired for shutting down the schools and throwing our kids into the street.,

Starting pay for teachers in Wisconsin is $$25,222 a year; after 15 years in the classroom they're earning $48,000. Contrast with state legislators (the guys who think teachers are compensated too much) they work part time (average 111 days a year), have no educational requirements, earn approx $60,000 a year pay + per diem beginning the first year, AND get health insurance and retirement benefits. The governor's salary is $137,092 annually (average pay for US governors is $128,735, the median is $129,962 - so it looks like Walker is doing pretty good for himself) + health insurance, retirement benefits, etc.

State legislators don't need no stinkin' union to negotiate their pay and benefits, they get to vote raises for themselves.

Over the last two years, the average hourly rate I've paid is $65. That's less than the Milwaukee teachers make.

Try telling him that you'll pay him $35 now and the other $30 in 25 years - that is what retirement benefits are, deferred payment.

Cool, but can they deal appropriately with a classroom full of seven year olds or surly adolescents?

More than 40% of Wisconsin teachers have masters degrees or better. (that represents a significant financial investment)

On the other hand, teachers get tenure, which makes it impossible to terminate them no matter how screwed up they become.

Teachers get tenure after three years. Once they have tenure they may not be fired without "just cause", but they may indeed be fired - so you are wrong one more time.

No, no, no, no, no...

You are talking about cash compensation. I am talking about TOTAL compensation.

For decades, unions have pushed lavish benefits over higher salaries. That was their decision.

Teachers in Milwaukee make over $100,000 a year for working less than 37 weeks a year. That works out to $68 an hour, which is a very large amount of money. In fact, it's the equivalent of about $130,000 for someone who actually worked full time.

What do we get for that? 32% of kids in Milwaukee never finish high school. Many that do finish are functional illiterates, who can barely read, write, and perform simple arithmetic.

The entire government monopoly school system has to be torn down and rebuilt from scratch.

Unions can negotiate contracts, but they don't have the power to make those agreements unilaterally - there is another side involved in the process which must also agree. Get it?

For years unions have agreed (there's that word again) to contracts that promised greater benefits in the future in lieu of greater pay in the present. It was a compromise between the contracting parties.

In fact, it's the equivalent of about $130,000 for someone who actually worked full time.

So what? Teachers ARE NOT getting $130,000 in the present, in fact, they're not getting $130,000 at all. They are getting a rather modest pay in the present with the promise of more later when they retire. They can not take that promise to the store an buy stuff with it. And the rest - what you extend out to what pay and benefits would be for a full years work, is just fantasy, it doesn't exist now or in the future. BTW, California teachers get 12 monthly checks.

The entire government monopoly school system has to be torn down and rebuilt from scratch.

You think so? I was offered a job teaching in a private school - that should scare the h*ll out of you.

In Wisconsin, teachers have gotten the most attention however, what the governor is proposing applies to all public employees unions except police and fire. Why is that do you think?
