- As the head Sheriff of Pima County, AZ, it is perfectly acceptable to wildly speculate about the motivations behind a killer, whose identity you do not know, to deflect attention from you failing at your job. When revealed what the motivations are – you do not have to apologize to the people you wrongfully accused. They were thinking it regardless of whether they acted on it.
