The Seminal Moment came in 1989, and there was the First bush, freaking out, knowing that the ENEMY was gone. The Reason for the Military was over. A Peace Dividend was declared as a Desperate Manuever, knowing that one could NEVEr be delivered. The USA had to have an enemy at all costs: "And then Sept. 11 happened.
