President Barrack Obama Wednesday signed a new executive order designed to renew and strengthen the White House Initiative on Educational Excellence for Hispanics. More than 100 individuals gathered in the East Room of the White House, including seventh-grader Javier Garcia, from Brownsville, Tex., who introduced the president. Some are calling the new executive a bid to get Hispanics out on Election Day. White House Press Secretary Robert Gibbs denied the initaitive is politically motivated. "It's the right thing to do, not because of the political calendar," Gibbs said. According to Juan Sepúlveda, director of the initiative, supporters of the initiative visited more than 90 communities in 20 states to engage citizens concerned with improving the lives of Latinos, according to the U.S. Department of Education. The initiative was first established in September 1990 as a way to advise the Secretary of Education on the issues related to Hispanics. Hispanic students are the largest minority group in the nation's school system, according to Gibbs. As a group, they number more than 11 million in the public elementary and secondary school system, constituting more than 22 percent of all pre-K-12 students. "Hispanic students face educational challenges of crisis proportions," said Gibbs. "Fewer than half of all Hispanic children participate in early childhood education programs, and far too few Hispanic students graduate from high school." Gibbs said that of those who do complete high school, many are not adequately prepared for college. "Only 12 percent of adult Hispanics have a bachelor's degree," he said. "Just 3 percent have completed graduate or professional degree programs. At the same time, large numbers of Hispanic adults lack the education or literacy skills they need to advance their careers." The new executive order is designed to provide a better structure for the initiative to take action and forge partnerships between the public, private, and nonprofit sectors in local communities nationwide. What the initiative is intended to do: - Promote early learning opportunities for Latinos: The Obama administration has invested $5 billion in early learning through the American Recovery and Reinvestment Act. - Advance education reform: The Obama administration's Race to the Top Program will help states embrace change in education policies and practice that will improve teaching and learning. This includes replacing current assessments with other more rigorous and of higher-quality, aligned to college and career readiness and measure student growth. - Prepare Hispanics students for college and their careers: The Investing in Innovation Fund will support development and scaling-up of innovative educational models and solutions that help close achievement gaps and improve outcomes for high-need students. - Improve college affordability for Hispanics: In Accordance with Obama's Health Care and Education Reconciliation Act (HCERA), the legislation will help address college affordability, access and success. The administration also hopes the initiative will strengthen Hispanic-serving institutions, including both public and nonprofit colleges.

Pure political payoff...I'd sure like to see a Congressional investigative committee look into who received these funds and how they were allocated. $5 Billion in ACORN-type payoffs to ILLEGALS and those who promote the present corruption. And we all know this is just the tip of the iceberg...MUD
