Councilwoman Suffers Meltdown On Camera (Video) An investigation has been launched into the behavior of a city council member in Vancouver, Wash., after she lost her cool at a meeting when citizens wanted to argue over a light rail plan, ordered one member of the public out of the room, ordered the council chairman to "gavel down" a constituent and ordered a colleague on the council to "Shut up!" The performance of Councilwoman Jeanne Harris is available on YouTube: Harris told one speaker not to address individual members of the committee, and when he questioned the censorship she appeared to be suggesting, she stated, "This is our meeting and we'll have it the way we want it." When the speaker again mentioned a council member's name, she erupted, "What are you doing?" She ordered the chairman to "Gavel him down. Gavel him down. Gavel down." Harris eventually left the meeting while it still was in progress, only to return after its conclusion and berate other members of the council. "You do not chastise me like that," she warned, prompting the comment from Councilwoman Jeanne Stewart: "You need to go somewhere and get sane. Go somewhere and fix yourself. ... You need to settle down." Harris' response? "Shut up!" A local television station's report on the investigation also is available: According to the Oregonian newspaper, Harris, whose antics have brought considerable unwanted attention to the city, was out of the country on a fellowship but issued an apology, stating she "behaved in a manner that is not normal for me." Mayor Tim Leavitt in a statement to the newspaper came her to defense, saying the videos have resulted "in more of a condemnation of Councilmember Harris than is deserved." But the newspaper reported locals are so upset they've demanded her removal from office. The investigation reportedly centers on Harris' actions that could be interpreted as failing to treat fellow council member Jeanne Stewart and others "with respect and dignity." Leavitt reportedly established a three-person committee to look into the concerns, and the results are expected to be presented to the full council. On the newspaper's forum page, there was little sympathy or support for the council member. "This issue has nothing to do with 'parties involved.' There was a blatant disrespect for the citizens of Clark County who came to speak and for Councilwoman Stewart. This matter does deserve the attention it's getting and more. The kind of behavior that Councilwoman Harris displayed should never be tolerated or minimize," wrote one participant. Said another, "Elected officials have forgotten who they work for, the people. Would ms Harris speak like that to her boss at her [place of employment? I should think not, otherwise she would be unemployed." "She WAS talking to her boss," added another. "We are the tax payers who pay her paycheck. … I really hope the people don't let this slide. She needs to be removed from her position permanently. Her behavior is UNACCEPTABLE." At the Plain Truth news site came this comment: "This woman should be thrown out of office for crapping all over the very citizens that pay her salary. She won't let the people say what they want in this city council meeting. This is the perfect example of what is going wrong in the U.S.A. Politicians think they can silence the people and continue to do what ever they desire."

Vancouver Councilwoman Faces Penalty For Angry Outburst by Mike Benner, KGW Staff kgw.com Updated Friday, Oct 1, 2010 VANCOUVER, Wash. -- For the first time in the history of Vancouver's city council, an ethics committee met to discuss a councilwoman's outspoken behavior. Late Thursday afternoon, the center of discussion was Jeanne Harris and her behavior at a mid-September council meeting. She was involved in an outburst against the mayor and a community member. Later, she attacked a fellow colleague, councilwoman Jeanne Stewart. Video of the incident spread quickly on YouTube. Background: Outburst at City Council Meeting The ethics committee, made up of three city council members, did not hold back. They called Harris' antics on that mid-September evening unacceptable. "I don't think that was respectful to the citizens or the council members," said Pat Campbell. "I felt more of it was interference of a mayor trying to do his particular job," added Larry Smith. "I believe that city council member Harris' response to the public and her action was inappropriate," said Jack Burkman. It was so inappropriate, according to the ethics committee, Harris deserves a letter of reprimand and removal from all committees she serves on. Some constituents believe that punishment is still too light. "They're going to smack her on the hand, she's going to turn around and walk away," said Stephanie Turlay. "They will not stand up and do what really needs to be done." "She needs to go," said Josephine Wentzel. "If she doesn't resign she needs to be taken out, we need to recall her." It is now up to the city attorney and city manager to draft up the recommendations that came out of the ethics committee's meeting. The city council could vote on the final punishment as early as October 11.

Did you listen to Lars Larson interview her? I was so flabbergasted I had to play these videos over a few times. Larson tore into this woman about our First Amendment, the US Constitution, and the limited power of the government to interfere...he was FANSTASTIC! Harris is toast....and what has happened here is reverbating all across this nation, there is no stopping it! jmho! Please, I strongely recommend to everyone here that is interested in the First Amendment and our US Constitution, listen to Lars Larson interview (post #5) part 1 & 2,(rip into) Harris for her tyrantical behavior towards city council citizens., and pass it along. Boy howdy! He's supposed to be leading the meeting, and she's ordering people out, ordering the mayor what to do, and telling citizens and other council members to "shut up!". Did you notice that when the other council member wanted input from their lawyer, she's the one who finally decided "give permission" to get it, not the mayor, while the mayor sat there submissively! He's definitely her bitch. I'm right there with ya.

Did you also notice she left the meeting, sending the message, "I don't have to listen to you peons", only to come back and tell the other council member not to talk about her when she's gone? (If she were "gone", away from the meeting to calm down, how'd she know what the councilwoman was saying????) Then had the lips to tell Larson she left "because she knew she shouldn't be there, and so she could calm down"? BULLSHIT. She left to say, "FUCK YOU" to the citizens who were there to give their opinions. To let the peons know she didn't have to listen to them.

Thanks for the info! You could also hear in the Larson interviews, when she realized Larson wasn't buying her bullshit excuses, that her true attitude emerged from her attempted smothering of it, exposing the fact it had really never changed from the one she showed in the city council meeting. My guess is that if the city council members don't remove her, the people will, and then the people will remove the city council members who voted not to remove her.

Just weeks ago she lambasted Larry Patella over his right to free speech during the council meeting, resulting in a confrontation between her and fellow council member, Jeanne Stewart. Jeannes spar twice during Council meeting Ms Harris is also one of the three council members, joining Mayor Leavitt and Bart Hansen, who saw no problem with passing an ordinance restricting our right to free speech in political gatherings by placing prior notice limitations on such gatherings, even though no problems have ever occurred during such gatherings held be either left-wing or right-wing groups. That ordinance did not pass as such and was rewritten to exclude political gatherings, which Ms. Harris clearly disagreed with: Free Speech Gains a Short Reprieve from the Vancouver City Council. I was in attendance at both meetings and Ms. Harris appeared visibly upset that she did not get her way to place limitations on gatherings that pertain to free speech rights for all. At a subsequent town hall she once again became visibly upset with citizens over confronting Mayor Leavitt for his switch on campaigning on no tolls, admonishing the audience, most a bit older than she, as if they were third graders. And now, once again, it is reported that not only did she throw a tantrum towards a citizen during the Citizen Communications segment, but that she stormed out of the council meeting and afterwards, angrily confronted fellow council member Jeanne Stewart in the hallway. As reported to me by a friend present at last night’s council meeting, “Tonight was a sad night for the citizens of Vancouver, WA. During tonight’s City Council Meeting, Mr. David Madore was called to speak during public comment time. When he began to speak he was viciously attacked by City Councilwoman Jeanne Harris who basically tried to shut him down. When Mr. Madore spoke about his freedom of speech, she told him he didn’t have any in the City Council meeting because THEY controlled the subject. Ms. Harris felt that Mr. Madore’s discussion about tolls and light rail coming into Vancouver was not the concern of the city. She was rude, disrespectful and extremely combative. When City Councilwoman Jeanne Stewart spoke up in defense of Mr. Madore, Ms. Harris yelled out something about how Jeanne is defending him because we (speaking about those who oppose tolls and light rail) are her friends. Another gentleman got up to speak and challenged Ms. Harris on his First Amendment Right. She became extremely angry and shouted at him to sit down. He said he has his three minute right to speak when she began yelling for him to get out of the building. Ms. Stewart told Ms. Harris that she didn’t have the right to throw out a citizen who wanted to speak and Ms. Harris got upset and began demanding that the mayor hit his gavel. When the mayor refused, and tried to calm Ms. Harris down, she jumped up from her seat and stomped away angry. City Councilwoman Stewart told the mayor and other city council members that City Councilwoman Harris had no right to accuse her of “being friends” with the no tolls people. Later, City Council woman Harris came out from the back after the meeting and began a shouting match with Ms. Stewart. As she was walking away, she turned and shouted at Ms. Stewart to “SHUT UP”! The rest of the City Council members sat there without defending the citizens! The City Attorney who was present only responded when Ms Stewart insisted he said something. He basically sided with Ms. Harris silencing citizens because as far as they are concerned: TOLLS and the I-5 Bridge is not a Vancouver issue. HELLO!! We need to protest this behavior! It is totally inappropriate and clearly a violation of our freedom of speech! I need everyone to get involved with me to protest this misbehavior and show these bullies that they do not have the right to harass citizens!” Ms. Harris appears to be out of control and should not be on the city council if she cannot sit during a short 3-minute presentation of a citizen. After all, aren’t council members elected to “listen” to the citizens, not dictate to us? I know Mr. Madore and he is one of the most reasoned, rational speakers I have ever heard. Regardless, unless he is verbally attacking or engaging in untoward conduct and speech, doesn’t he have a right to speak his mind during a “citizen communications” in the council meeting? I have sat during council meetings and listened to other citizens get up and speak of things I disagree with totally. If I interrupted their time to shut any of them up, I would rightfully be ousted from the meeting. Ms. Harris has once again shown she should not be sitting on the Vancouver City Council. She apparently does not have the demeanor to listen to what she might not agree with when citizens speak freely. I hate to tell her, but we have not yet become Obamastan where she and she alone is entitled to decide who may or may not speak. Calling for her resignation would fall upon deaf ears, I am afraid. Her arrogance would block hearing such words. To that end, I urge Mayor Tim Leavitt and the rest of the City Council to conduct an emergency meeting at the earliest possible date with the intent of ousting her from the council to be replaced by someone selected through the normal process that will willingly sit and listen to citizens respectfully, as the rest of you have done repeatedly. An admonishment or an apology is not enough as I doubt it would change her demeanor towards citizens. I imagine it would just anger her more. Patella began to quote from an e-mail written by Councilor Pat Campbell... but Harris cut him off, telling him that the citzen communications is not a place to berate individual council members. Well, Stewart chimed in on Harris’ opinion, with a “wait a minute, wait a minute,” and telling her that “when Mr. Campbell sent the e-mail to all those people, it made that e-mail a public document.” The two ran over each others’ sentences, and ultimately, after another word of warning from Leavitt, let it go.

Happens at city council meetings the country over. Maybe even in your town. In my area it's the county supervisors meetings where the sparks really fly. Why you would think we voted for nothing but Ibluafartsky sound alikes. Which is why many won't allow video taping of their proceedings. And are voted out at the next election. Obviously many posters here have never been to one or they would not be the least bit surprised at this type of behavior. Which is why I think many here are foreigners or too stuck out in the sticks to have had any relevant experiences.
