WASHINGTON – Republican strategist Grover Norquist thinks acceptance of illegal immigration would boost his party and the U.S. economy. Former environmental journalist Roy Beck became so convinced that illegal immigration was overwhelming the country that he started an organization committed to restricting it.

So it's only natural that they disagree on the results of this month's congressional elections that saw some Republican incumbents face challengers who supported more restrictive immigration policies.

Their disagreement illuminates a debate likely to intensify next year when President Bush is expected to push Congress toward what he calls a middle ground: a temporary-worker program that would stop short of offering permanent residence to those who entered the United States illegally.

The debate's political contours became even more uneven Nov. 2 as nearly half of Arizona's Latino voters, apparently sharing some of Beck's anxiety, voted in favor of a controversial measure intended to discourage illegal immigration.

Arizona's Proposition 200 passed despite nearly unanimous opposition from the state's political, business and religious establishment, with many branding it racist. Advocates called it a primal scream at a problem that is framed by the federal government but imposes strains and costs on local and state governments.

At a recent panel discussion in Washington, Norquist pointed to the re-elections of GOP Reps. Jim Kolbe of Arizona and Chris Cannon of Utah – who back relaxation in immigration policies – as proof that Beck's get-tough message is fizzling with voters. Norquist mocked an observation by a Beck ally that opinion polls repeatedly demonstrate that the public wants Congress to swat down "elites" who allow the nation's illegal immigrant population to continue to grow.

"These are not elites voting in Utah. . . . These are not elites voting in Arizona," Norquist said. "These are people saying: 'I'm not voting on that issue and we're not going down that road.' "

Norquist boils down the politics of immigration to a characteristically crisp phrase. "Intensity trumps preference," he likes to say. In other words: Congress pays more attention to the well-organized, left-right coalition of immigrants rights groups, libertarian Republicans, church groups and business organizations than it does to public opinion polls.

Beck pointed out that it's unusual for well-established and well-funded incumbents such as Kolbe and Cannon to face serious primary fights. In both races, where immigration policy was the central issue, the challengers received more than 40 percent.

"Everybody knows that incumbents basically have guaranteed seats," Beck said.

"Here you had two guys whose outspoken advocacy of illegal immigrants inspired serious primary opposition. I consider that a big vote of no confidence in their own party. . . . It would have been wonderful to see a champion of immigration knocked off, but I think the results were telling."

Beck is the executive director of NumbersUSA, which uses the Internet and grass-roots organizing to pressure individual lawmakers not only to clamp down on illegal immigration but also to cut back on legal immigration. The group was part of a restrictionist coalition that bought television advertising aimed at undermining Kolbe and Cannon.

Beck said he started NumbersUSA seven years ago to mobilize public opinion that was being overwhelmed by the intensity of immigrant advocates.

"You had people who make money and gain power off immigration lined up against the public, which wasn't so engaged because it was just seeing incremental changes around them," he said.

"I've always said it's noise that counts."

Political analyst Norman Ornstein says Beck and other restrictionist groups will have an important role as the next session of Congress takes up the Bush proposal and other plans.

"I think the dilemma for the president is that the intensity increasingly is on the anti-immigration side, and it includes different elements of his conservative base," Ornstein said.

He cited the immigration-based challenge mounted this year against Rep. David Dreier, R-Glendora. Running in a district considered bulletproof for Republicans, Dreier's little-known and poorly funded Democratic challenger earned 43 percent of the vote in the Nov. 2 general election. The reason: a furious "Fire Dreier" campaign waged by the Los Angeles talk show duo of John Kobylt and Ken Chiampu.

The pair attacked relentlessly on the issue of illegal immigration. They said Dreier's stands on immigration showed he "is an agent of the Mexican government."

"We are not a nation of laws here. We're not. Not when it comes to illegal immigration. None of the laws are enforced," they said.

In Arizona, state and local authorities will have a new law to enforce, following passage of a ballot proposition widely seen as an eruption of public frustration with federal immigration policy. Proposition 200 seeks to cut federally mandated services to illegal immigrants.

Advocates already have filed a lawsuit claming Arizona Attorney General Terry Goddard plans to limit enforcement of the measure.

University of Arizona political science professor John Garcia said the surprisingly large – 47 percent – Latino vote in favor of the proposition reflected widespread concerns about the surging population of illegal immigrants. The ballot measure passed 56-44.

"It's an issue of competition," Garcia said. "People think they're driving down wages and taking jobs. It's an emotional issue."
