There were a lot of political issues with that. Balfour Declaration was issued in 1917. Why then did it take 30 years for them to implement it?
The Brits held on to that land so that in WWI and WWII, they could use it as the British "colony" for Jews, and induce other countries with large Jewish populations to support their war efforts.
When the Brits were leaving the area, the Arabs were determined to kill all the Jews and retake the land. [Britain fully expected that to happen, and did nothing to stop it.]
We know how that turned out: Israel beat them into the sand, and then declared themselves a Jewish STATE.
