They can't, but they're trying. Those rights are retained by the States, or the People under the 9th and 10th amendments. The judge is way outside of her jurisdiction! This will not stand. As of 2008, Sheriff Joe cost his county $41.4 million in lawsuits. Even if you don't give a hummingbird's heinie about how prisoners are treated in Joe's gulags, you should at least care that such cases vacuum moolah out of your wallet.
