Title: Day 86 In The Gulf: Oil Flows Into Gulf While Obama Administration Dithers

The plan to start choking off oil gushing into the Gulf of Mexico was suddenly halted as government officials and BP said further analysis must be done Wednesday before critical tests could proceed.

No explanation was given for the decision, and no date was set for when testing would begin on the new, tighter-fitting cap BP installed on the blown-out well Monday.

In the meantime, oil continued spewing into the Gulf.

How are they dithering? This is BP's problem to solve wholly at their expense.

They know the 100,000 psi will blow it apart.

Obama's first all-by-his-lonesome budget, btw, calls for a $1.17 trillion deficit.

Here's the explanation:

"

Reasons for delay - Trascript @ http://www.bp.com/liveassets/bp_inte...0_330PMCST.pdf

I was not impressed before and am seriously not impressed now. Comm'on Kent just how many feeds do you need to be familiar with ? Kent you don't know what the low flow of oil was from a lateral port ? - just how many lateral ports, that are open at the current time, do you have on the new mini BOP assembly ? Every good engineer I know goes to bed struggling to get dreams of drawings and layouts out of his head. On a big project that means the intimate knowledge of many many components and assemblies ! You dream of the production lines and think - all those jobs hang on my team and myself making the right choice - engineering is about detail and the big picture, neither without the other. "I don't know about that" is not an option. Transducer output every 12 seconds - I sincerely hope not, how about every 12ms. If you need to open up the valves in a hurry. we are not even going to think about starting this "experiment" if 12 seconds is the update period on the critical data. One anomalous result and we are all watching the gauge. We need the 2nd one before we hit the red button. 24 seconds ! Kent, if you are not close enough to realize that 12 seconds is a nonsense, you are not close enough to be committed.

I read on TOD that rather than have the extraction from the choke and kill lines on the original BOP maxed out as they start the close-in on the new mini BOP, they were going to stop all extraction and only start again once they had full closure (So pressure of lines behind the valve is not an issue ?). The article author thought this strange but doubted himself.

Most of the questions were very poor quality and reflected very poorly on the individuals asking them and the editors putting these people out as their reps. 2 good questions, along the line of our debate here - Ed Crooks p6/7 and Kristen Hayes p8/9. Read Kent's responses, particularly to Ed Crooks.

Get honest with us Kent - don't take us all for fools. You want to minimise pollution - stick this new sealed cap on and get 100% of the stuff coming out processed or burnt off. If that procedure is not without risk, and that is why you are not going flat out to do it, e.g. problems of hydrates as you attempt fitment - share it with us. Your inference here and through this transcript is that the bottom kill is totally do-able with or without the closed in pressure data (in line with Alf's analysis - you put in mud and the mud column rises as high as it needs to in order to acheive equilibrium. Only constraints - sufficient column height if too low a density of mud is used and overcoming transient dynamic loading, will need a greater column head for a period of time to overcome momentum effects).

Page 8 answer to Vivian Kuo. Why is Kent talking about "Top Kill" ? If we assume he is in "Marketer" mode rather than highly focused, absolutely committed, Chief Engineer mode and this was a slip of the tongue (?) and he meant to say "Bottom Kill" - then does what he said still make sense ? I think it might but only on the basis that this is one hell of a gamble to make cementing at the bottom easier and nowhere have I seen you guys say that once the column is static with mud weight it cannot be cemented. It still smacks of the "more gaffer tape on the wrench" type thinking.

They know the 100,000 psi will blow it apart.

I said that as well. At first. But I was trying to zero in on the psi.

The Blow out maybe came in at 100k.

But I'm guessing 20 000 PSI max now.

And the BOP's are only designed to handle 10 000 psi's.

They can't shut it, cause it's blowing out a NON existent casing.

Most experts are saying psi is between 90,000 and 120,000.

Obama's first all-by-his-lonesome budget, btw, calls for a $1.17 trillion deficit.

Then you'll be happy to give me a source, I'm sure.

90-120 000 sounds more like the Flow Rate in bbls.

A BOP can't handle more than 10 000.
