If adopted, it would require that electric vehicles (E.V.s) make up 60 percent of all new vehicles sold by 2030—and 67 percent by 2032. It was a significant escalation from the Biden administration's previous goal of 50 percent E.V.s by 2030. The nation's "Big Three" automakers—Ford, General Motors, and Stellantis — agreed to the latter goal when it was first floated in August 2021.
