CLEVELAND (AP) -- A federal judge threw out new state rules governing voter registration drives on Friday, saying they appear to violate the First Amendment and hurt efforts to sign up new voters. Effective immediately, voters should ignore references to criminal penalties on the registration forms, U.S. District Judge Kathleen O'Malley said. MIAMI (AP) -- Guy Gabaldon, who as an 18-year-old Marine private single-handedly persuaded more than 1,000 Japanese soldiers to surrender in the World War II battle for Saipan, has died. He was 80. Gabaldon died of a heart attack Thursday at his home in Old Town, his son, Tech. Sgt. Jeffrey Hunter Gabaldon, said Monday. Sung KooKim, a 32-year-old Tigard man who stole college women's underwears, has been sentenced one more time for the thefts. After the fourth part of a four-county plea agreement, Kim faces a total of 11 years in prison. In Benton County on Wednesday, Circuit Judge Janet Holcomb sentenced him to 31 months in prison for burglary charges stemming from the theft of underwear and other personal items from Oregon State University residences in 2004. An Army investigator has recommended the death penalty for four soldiers accused of murder during a raid in Iraq. Lt. Col. James P.
