New street lights that include Homeland Security applications including speaker systems, motion sensors and video surveillance are now being rolled out with the aid of government funding. Gang members have been signing up with the United States Armed Forces, posing a "significant criminal threat" to law enforcement, according to a report by the Federal Bureau of Investigation (FBI). "Gang infiltration of the military continues to pose a significant criminal threat, as members of at least 53 gangs have been identified on both domestic and international military installations," the report says, resulting in American gang graffiti in Iraq, among other things. From 1979 to 2007, average household income for the nation's top 1% more than tripled, while middle-class incomes grew by less than 40%, according to a new report from a research arm of Congress. The Justice Department is proposing new Freedom of Information Act rules allowing the government to inform the public that records do not exist even if they do.
