(CNN) -- Former U.S. Surgeon General C. Everett Koop, a pediatric surgeon turned public health advocate, died Monday. He was 96. Koop served as surgeon general from 1982 to 1989, under Presidents Ronald Reagan and George H.W. Bush. He was outspoken on controversial public health issues and did much to raise the profile the office of the surgeon general. He died peacefully at his home in Hanover, New Hampshire, Dartmouth College said in a news release announcing his death. A 30-year-old Eugene man was arrested on multiple charges after he allegedly grabbed a Eugene police officers Taser and then shot the officer three times with the stun gun during a scuffle outside the Good Times Tavern on East Seventh Avenue early Saturday morning. A suspect has been charged in a recent defacing of a mural of President Barack Obama near a popular midtown restaurant. Michael Dale Kroetsch, 58, was charged Friday with felony criminal mischief in the 339th State District Court. He was not in custody late Friday afternoon, Houston Police Department spokesman John Cannon said.
