ANCHORAGE — The U.S. Department of Health and Human Services has awarded $5,660,544 to Alaska as a “performance bonus” for streamlining and improving Children’s Health Insurance Program Reauthorization (CHIPRA) processes. Police spokesman Lt. Dave Parker says two 19-year-old men were shot and killed by a homeowner early Thursday morning in east Anchorage. Police identified the two as Maurice T.R. Johnson and Joseph Trantham, both of Anchorage. Police say they forced their way into a home and assaulted homeowner Larry James. Police say the two men forced James to open a safe.
