the Republican Senator from Kentucky, Rand Paul, has tweeted out that he is currently being blocked by armed guards from viewing new, and the secretly kept Obamacare bill.

It was hours earlier that Paul tweeted that he heard that the Obamacare bill, being touted as Obamacare-lite by critics, is ” under lock & key, in a secure location, & not available for me or the public to view.”

The liberty minded Senator did not take kindly to this information and made his intention to share the bill with the public clear in another tweet.

Upon his arrival at a House hideaway in the Capitol, Paul claimed he was told he could not remove the bill and make it public. The Senator then held an impromptu press conference for media complaining about House Republicans’ lack of transparency, reports Politico.

Reports also came in that Paul brought a copy machine with him, presumably to make copies of the bill to share with anyone who’d listen.

Politico reports that Paul had an exchange with a staffer as he tried to make off with the draft bill, which could be voted on later this month.

“I said I liked to get a copy and they said no go. She wouldn’t tell us anything really,” Paul said in an interview afterward. “Even if I were allowed to look at it, which it didn’t look like I was, how is that democracy?”

Republican aides said they believed the room on the first floor of the Capitol is being used for Energy and Commerce members to read the bill. Rep. Paul Tonko (D-N.Y.), a committee member, said he was also not able to read the bill and was told it was not available, explains Politico.

“It’s literally illegal in my state to do that,” Paul said in the interview. “You can understand for national security why we do it. But for goodness sakes for a healthcare bill? It’s crazy.”

The battle for transparency is likely a case that will leave those who want honest repeal of Obamacare completed, either an entire replacement of the legislation or a complete scrapping of it, not a watered down Obamacare-lite version which would keep key provisions of the old bill.

However, the rules in the Senate are a bit more complex. If the bill makes it to a vote, it needs only 51 votes. But you can debate as long as you wish before it goes to a vote. You can force someone to stop deliberating by a cloture vote and that takes 60 votes.

If Cruz/Paul/Lee can find another GOP senator or two, it would spell real trouble.

Too bad Sessions isn't still in the Senate. He probably would have opposed this bill.

But you need to debate before it gets to a vote. The Senate fancies itself the "world's greatest deliberative body", and they'll deliberate as long as somebody wants to. You can force them to stop deliberating by a cloture vote, and that takes 60 votes.

Not true. McConnell can declare an unending "legislative day" that can span many calendar days. Then, under Senate rules, you can let each member in opposition speak twice. Then you have to vote and a simple majority will carry it.

It's all in the Senate rules. This is how they passed the Civil Rights Act back in the Sixties. The same rules are still there, they are among the oldest and most established rules, along with the filibuster.

However, if they bring just a budget reconciliation bill that matches exactly a bill in the House, then they can just invoke a simple majority vote without any debate at all.

The Senate has a lot of sneaky rules. This is the kind of stuff Robert Byrd was so famous for.

The House bill is a work in progress. Paul Ryan briefed a group of Senators on the House working draft bill. Rand Paul was in that meeting and didn’t like a few things in the House bill….points that are still under consideration and being negotiated. It was reported that Rand Paul “stormed” angrily out of the meeting. Now, Rand Paul is only grandstanding trying to promote his draft bill. He wants to do that by publically nitpicking an ever changing work in progress House version of the bill.
Nothing wrong with the people seeing what our representatives tentative ideas are.
How is that possible?

The “tentative ideas” being drafted in the house changes from minute to minute. The cost estimate, legislative language or policy details are in continuing evolution. There is no way the public could be kept informed on the numerous negotiated compromised changes and improvements. It is a thousand page bill that word by word is literally being modified throughout the day with coordination between the House, their counterparts in the Senate and the WH.

The Republicans in the House are diligently working for a deadline to repeal legislation by the end of the month and send it over to the Senate. The Senate leaders are seeking to vote by April 7.

The whole process is still so fluid and bogged down by policy disputes like the one Rand Paul has as to whether there should be refundable tax credits which he sees as an entitlement. Among other things, there is also contention about whether a Medicaid expansion is going to be repealed and how to pay for it.

So you want the public to see 1000 pages of “tentative ideas” that are changing by the minute?
