The way I see it,he was the only armed person there that was not a terrorist,and as a armed representative of the state/security figure,he was just reassuring the scared people he was leading away in order to calm their fears. And of course as a armed cop in uniform he WOULD be the first one the terrorists would shoot if they were spotted because he would have been the only threat to them. Remember,this is California,and the only people who can legally carry guns are cops and rich Dims like Di-Fi. Good luck getting a rich Dim to defend you.
