Why did it take 15 months for the U.S. to target the Islamic State's oil infrastructure?

The Obama White House is giving ISIS a 45 minute warning before bombing their oil tankers by dropping leaflets advising potential jihadists to flee before air strikes in Syria.

“Get out of your trucks now, and run away from them. Warning: air strikes are coming. Oil trucks will be destroyed. Get away from your oil trucks immediately. Do not risk your life,” the leaflet reads.

The leaflet drops are justified under the premise that the oil tanker drivers might be civilians and not ISIS recruits, although it’s an explanation that doesn’t wash with critics.

“It’s not like these drivers are innocent, uninvolved ‘civilians’ like children or sick people,” writes J.E. Dyer. “They’re waging ISIS’s war, just like the other non-uniformed participants who make up 100% of ISIS’s ranks. This is how far the Obama administration is going to avoid “collateral damage” — and who knows, it may be worse.”

FrontPageMag’s Daniel Greenfield makes a similar point, commenting, “So after all this time, they came up with a great plan; drop flyers on ISIS trucks so that the drivers, who may or may not be ISIS members, can run away in time. Meanwhile ISIS gets 45 minutes of warning.”

Compare the Obama White House’s approach to fighting ISIS to that of Russia. While it took the U.S. fifteen months to even begin targeting ISIS’ oil refineries and tankers, air strikes by Moscow destroyed more than 1,000 tankers in a period of just five days.

In comparison, Col. Steve Warren said that the U.S. had taken out only 116 tanker trucks, the “first strike” to target ISIS’ lucrative black market oil business, which funds over 50 per cent of the terror group’s activities. U.S. air strikes targeting ISIS oil assets are so rare that PBS was caught using footage of Russian fighter jets bombing an oil storage facility in Syria and passing it off as evidence of the U.S. targeting the Islamic State’s oil infrastructure.

U.S. military pilots have also confirmed that they were ordered not to drop 75 per cent of their ordnance on ISIS targets because they could not get clearance from their superiors.

“You went 12 full months while ISIS was on the march without the U.S. using that air power and now as the pilots come back to talk to us they say three- quarters of our ordnance we can’t drop, we can’t get clearance even when we have a clear target in front of us,” said House Foreign Affairs Committee Chairman Ed Royce, R-Calif, while retired four-star U.S. general Jack Keane labeled the policy ” an absurdity from the beginning.”

Numerous analysts claim that the Obama White House’s fifteen month wait before it began targeting the primary funding mechanism behind ISIS was part of a tacit policy to help the Islamic State overthrow Syrian President Bashar Al-Assad.

Earlier this year a document emerged confirming that the Pentagon foresaw the rise of ISIS and that western support for Al-Qaeda groups and other anti-Assad rebels in Syria would lead to the emergence of a “Salafist Principality” that would help to “isolate” Assad.

“The bottom line – the almost irrefutable truth – is that the US and its regional allies were all-in on the “use Sunni extremists to bring about regime change in Syria” strategy from the word “go”, and the direct result of that strategy is ISIS,” reports Zero Hedge, adding, “The US didn’t want to cut off Islamic State’s funding, because without money, the group couldn’t fight Assad.”

The New York Times is also reporting that US Central Command may have engaged in a lear long effort to deliberately conceal the fact that the United States’ plan to demolish ISIS was not effective.

Evidence also continues to emerge that ISIS is receiving support from state sponsors of terror like Turkey and Saudi Arabia.

$800,000,000 worth of ISIS oil has been sold in Turkey, a supposed U.S. ally. ISIS trucks are routinely allowed to cross back and forth between the Islamic State stronghold of Raqqa and Turkey, while the NATO country facilitates black market oil sales on behalf of the terror group.

As Nafeez Ahmed documents, a large cache of intelligence recovered from a raid on an ISIS safehouse this summer confirms that “direct dealings between Turkish officials and ranking ISIS members was now ‘undeniable.’”

Story is from Infowars, which Drudge linked to. I've checked online and this is being widely reported at multiple sources (not by the court eunuchs of Obama's MSM of course). Putin is fighting much better, instead of droppng leaflets he'd dropping cluster bombs to take out the truck drivers and any other ISIS members escorting the convoy.

Obama's 45 minute warning also gives ISIS a better chance of bringing down one of our planes. Every sortie has a risk, a sortie wasted on warning leaflets is flown at some risk, and the wasted leaflet sortie puts the follow on sortie at greater risk, assuming it is among the 25% that are not called back. the US is reported to have destroyed over 300 in the last week, Russia is reported to have destroyed 1,000. It begs the question how many of these things are there? and why do they still exist? US policy of leaving them alone has been helping Daesh, fuelling their war which begs the question, what is the US objective, destruction of Daesh? or destruction of Assad? it seems you can't have both

I have no objection to the warning. Most of the drivers would be average Johammeds that are trying to put some food on the table. They're oil truck drivers, not ISIS drivers. The same applies to the staff of the refineries. If push came to shove, you might go after them and after the refineries but they are hard to replace if/when you finally beat ISIS and restore the Syrian/Iraqi governments. Of course, if we know certain drivers are actual ISIS fighters, I have no objection to blowing them up along with their trucks and without giving any warning.

The real question is why they let them keep running these oil trucks for 15 months, making a million a day. That is another $450 million that ISIS made because we were too dumb (supposedly) to blow up a few oil trucks to scare them away from trying to sell oil.

Our reluctance to do even this much for so long is readily seized upon across the Mideast as evidence that ISIS is no more than a CIA front. Which plays to the conspiracy fanbois around the world who say that Osama bin Laden was working for the CIA all along and that 9/11 was a false flag.

We should make it just as dangerous to run fuel trucks and other vehicles in ISIS territory as they made it for our troops in Iraq some years back, before Obama absconded from Iraq, leaving it vulnerable under the incompetent Maliki to an ISIS surge in northeastern Iraq and invading Syria.

Yes I agree. We can find times when the trucks are not occupied and take them out.

Take out a few in various locations and the truck drivers will refuse to drive or never show for work.

Trust me. My unit in Iraq contracted an Iraqi trucking company to help move Saddam's army ammo and artillery stashes in schools, neighborhoods and hospitals.

After they heard of three IED explosions nearby they failed to show for work for a week.

They were a crafty lot those truck drivers. Jimmy Hoffa would be proud of them. It took a New Yorker and a kid from Chicago with an interpreter to strongly convince them to meet their end of the contract:)

Yes bad for IO but also bad for IS. The truckers have some mafia boss somewhere who survived Saddam, the US, Maliki and Assad. He will be there after IS too!

Some of the IS guys may wake up to find a buddy or two with slit throats.

There was another unit who contracted trucks out of Ramadi and Habbaniah. The US unit commander complained to the truck Don that one driver kept stealing and showing up to work late. The "boss" (Don) promised it would never happen again. The truck driver never showed up for work again and a new truck driver took over his truck.

Apparently, according to the other truck drivers the "fired" truck driver and his family "disappeared" and blood trails were found throughout the apartment.

So I'm thinking these mafia types will survive even IS.

The Baath did make use of some mafia types and also created some as well. But the hardcore families have been around for centuries.

Out in Tal Afar by the Syrian border there was a smuggler who ran gasoline and cigarettes from Iraq to the Syrian desert. His family has run the same trails in the open desert for at least 150 years. 3ACR picked up from drones a steady movement of 'something' moving every Friday night across the border and back again a few days later.

The initial assessment was this was some terrorist 'rat line' to bring in foreign fighters and IED components. So the 3ACR decided to conduct an operation to intercept one night. First step was to get human eyes on what was moving at such a slow pace but steady on the same course.

Turns out it was a herd of donkeys loaded down with gasoline cans and cigarettes (hopefully no matches!). Just donkeys, no man or child or woman guiding them. They had their own "GPS package" of years of repetition.

The unit found the owner of the donkeys and he explained his family has 'traded' for a very long time across the same desert. When the unit commander explained to him that his donkeys were crossing an international boundary, he said "I did not draw that line, and can't see any line."

That may be true if it wasn't for that fact that they have seized territory and they are running it like a state .They make laws ,collect taxes and even provide for services in a crude sorta way. They are beyond Mafia .
