I think "Uncle Volodya" is a joke phrase in Russia, maybe like "Uncle Sam" or "Uncle Tom" is in America, a cultural thing with humorous overtones. The missing word must be slang as Google Translate and the leading Russian academic site can't seem to translate it. Too bad Marguerite never came over from LP. She would have known it.
I think this toon would be pretty naughty in Russia. It seems to suggest that Vlad is going to show his muscles to impressionable lad Barry and then take liberties with him. It's got a vibe of "Wanna feel my muscles, little boy, wink-wink-wink".
