There were several attempts by the German High Command to make a separate peace with the west,and they were all turned down. The most common reason/explanation given is that the Germans wanted a negotiated surrender leaving the Germans in charge of Germany,and the Allies wanted a unconditional surrender. Mostly the Brits and the Soviets. AFAIK there is zero controversy over this. It is a established historical fact that the German Military kept trying to surrender,and kept getting ignored. The way it was explained to be about impersonating a serving officer being a federal felony is because serving officers have the right (not to mention duty) of carrying loaded firearms anywhere they go,and they can't be arrested for it because if Martial Law were declared they would be the ones who became the local LEO's and Sheriffs until order was restored.
