It's used at the local level all of the time, e.g. "if you don't raise taxes, we'll have to lay off police and firemen". The GOP should immediately pass a law which states that if the debt ceiling isn't raised, the White House must prioritize paying the interest on the debt, Social Security, Medicare, and military salaries. The cuts have to come from somewhere else. That would take the teeth out of the Democrat fear mongering.
