US deficit up 15.7% in first half of fiscal 2011

WASHINGTON — The US budget deficit shot up 15.7 percent in the first six months of fiscal 2011, the Treasury Department said Wednesday as political knives were being sharpened for a new budget battle.

The Treasury reported a deficit of $829 billion for the October-March period, compared with $717 billion a year earlier, as revenue rose a sluggish 6.9 percent as the economic recovery slowly gained pace.

The Treasury argued that the pace of increase in the deficit was deceptive because of large one-off reductions in expenditures made during the first half of fiscal 2010, compared with previous and subsequent periods.

Those included a $115 billion reduction in funds spent on the Troubled Asset Relief Program (TARP) -- the financial institution bailout program -- in March 2010.

But 2011 so far has also seen significant increases in spending on defense, Social Security, health and debt service, while receipts have not grown as fast.

"The jump in outlays mostly owed to a smaller estimated reduction in TARP outlays this year versus 2010," said Theresa Chen at Barclays Capital Research.

However, she said, the trend shows that taxable income is rising at a 6.9 percent annual pace, and individual incomes taxes are up 20.6 percent, "consistent with general economic improvement."

The figures came amid a sharp, politically partisan battle in Washington over cutting spending and raising taxes, with President Barack Obama preparing Wednesday to release his plan for reducing the long-term deficit.

He also faces a looming battle over increasing the country's official debt ceiling, so that the government can continue to borrow to finance the deficit.

What government rules and regulations keep a non insured person from getting the same treatment for major illnesses as an insured person?

Socialized medicine in other countries does not do a good job of taking care of the sick/elderly.

Once again you're out of your mind. The US lags HORRIBLY behind nations with single payer systems in health care delivery to almost all demographics.

One idea out there is to give "vouchers" to people to enable them to get private insurance that would be much cheaper for the taxpayer and more effective for the patients.... i

Here's a better idea...just build clinics, staff them and treat people when they need it? It works in Singapore, France, Italy, Germany, Japan, Israel, Belgium, Spain, Portugal, Iran, and is the model for Iraq and the list goes on.

I've been overseas and seen it first hand, I know better...... My second daughter was born in England and has dual citizenship, which means she is eligible for British healthcare. While I was gone on a TDY to Belgium she came down with "Pink Eye". My wife called the local doctor to get an appointment for her, the receptionist told her 2 weeks minimum!!!!!! One week to process the initial paperwork and another week for the appointment.... So my wife took the bus up to Lakenheath (40 miles away) where she was born and got her in the next day....

I suggest if you think socialized healthcare is so "Phucking" great you move to another country and experience it firsthand, before passing judgement on it....

I also have had to deal with hockey related injuries in Canada.

Belgium has walk in clinics throughout the nation and, if a clinic is not open, there are a number of "emergency centers" that will take walk-ins. Also, Belgium, France, Italy and Germany will allow pharmacies to dispense medicine for common affliction, conditions such as pink eye would probably qualify.

So, either you were under informed while in Belgium or you tried the American route. You also perpetuate the myth that doctors here have tons of openings for people like you who need to see a doctor. They don't.

Bullshit. Increasing the number of insured increases the number of HEALTHY people who are purchasing a product that they will not use. They far outnumber the number of people who will get sick.

I think you know that statement is false. No federal money given to Planned Parenthood is used to fund abortions, so how can that be a top priority.

That makes sense to do that, they should do more of that here. It really only takes "med techs" to diagnose and treat most minor illnesses.......

The clinic at the base hospital is dispensing certain over the counter drugs but not much more than that....

My daughter ended up seeing a "med tech" (not a doctor) for her pink eye because it isn't that serious of an illness. But when your wife is freaking out well what can you say, she had to go "right" then.... I didn't even find out about this till I got back to England 3 weeks later.....

But the big difference is in "Life threatening" illnesses (like cancer) and nice to have things like hip and joint replacement, and pacemakers..... If they think you're too old or too ill you won't get treatment...... At least here you still have a decent chance of getting the treatment you need and desire for the more serious things.... I don't think our system is perfect by any means, a big dose of deregulation would go a long ways towards fixing it.....

Oh yes they are by some states.......

New York requires every insurance policy sold there to cover podiatry. Acupuncture coverage is mandated in 11 states, massage therapy in four, osteopathy in 24, and chiropractors in 47. There are an estimated 1,800 or so such insurance “mandates” across the country, and the costs add up.

I don't make the rules, no matter how stupid they are, I just post them.....

Planned Parenthood is a medical service provider. They accept insurance payments as well as payments on a sliding scale from the uninsured.

New York requires every insurance policy sold there to cover podiatry. Acupuncture coverage is mandated in 11 states, massage therapy in four, osteopathy in 24, and chiropractors in 47. There are an estimated 1,800 or so such insurance “mandates” across the country, and the costs add up.

Now that I've said that it got me to thinking about Massachusetts and RomneyCare, gotta look that one up......

until you realize they make insurance so expensive that millions of people are exposed to financial ruin because they aren’t allowed to buy basic policies focused on catastrophic costs.

We have a high-deductible policy and a medical savings account, we are the poster child for Republican health-care reforms over the last few years. Our out of pocket for my wife's cancer treatments have run us about $20,000 a year over the last two years. We can afford it, plenty of others couldn't.

Since January 3, 2011, Republicans have controlled the power of the purse.
